Parking Changes in Effect for Arts Festival

Parking changes will be in effect in State College and on the Penn State campus as the Central Pennsylvania Festival of the Arts returns Wednesday through Sunday.

In the borough, the Parking Department will not be enforcing the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions beginning at 2 a.m. on Wednesday until 6 a.m. on Monday.

Areas marked for exhibitor parking will be strictly enforced and unauthorized vehicles will be subject to ticketing and towing, according to a notice from the borough. Some parking signs are covered, with temporary exhibitor signs posted in those areas.

Lawn parking will not be permitted. All motor vehicle code and “No Parking Any Time” violations will be enforced.

Visitors are encouraged to use the the Beaver, Fraser and Pugh downtown municipal parking garages, which will charge a rate of $2.25 per hour, or the West Deck (White Course Drive) and Nittany Parking Deck (near the Nittany Lion Inn) on campus.

Parking rates in the campus garages will vary by day.

Wednesday:

  • $1 per hour.

Thursday and Friday:

  • Two hours or less: $1 per hour.
  • Two to 10 hours: $10.
  • 10 or more hours: $1 per hour.

Saturday and Sunday:

  • $10 all day, regardless of the length of time parked.

A free shuttle will be provided from the West Deck to the festival center downtown from 9 a.m. to 5 p.m. Wednesday, 9 a.m. to 11 p.m. Thursday through Saturday, and 9 a.m. to 5 p.m. Sunday.

Visitors can also use CATA’s free Blue Loop service.

According to a university news release, these faculty and staff parking lots will be impacted beginning at 6 p.m. Wednesday:

  • Access to all sections of Lot Brown A, as well as the Hammond Building loading dock, will be available from College Avenue only, with vehicles traveling north on Burrowes Road, then turning right onto the driveway between Reber Building and Hammond. The bollards that separate Brown A from the driveway between Reber and Hammond will be removed during the festival. Exit from the lot and loading dock will be available only through this driveway back to College Avenue.
  • Access to Old Main will be available only by traveling west on Pollock Road from Shortlidge Road or Bigler Road. The gates on Pollock Road just east of Old Main will be raised and Auxiliary officers will be posted to restrict traffic to authorized vehicles only.
  • Access to Lot Brown E and the service permit parking spaces at Carnegie Building will be available only by traveling south on Fraser Road from Curtin Road. An auxiliary officer will be on site to restrict access to authorized vehicles only. 
  • Access to Lot Red K (Applied Research Lab) will be available from College Avenue only, via the service driveway between the former University Club and the 101 North Atherton Street Building. Vehicles exiting Red K must exit through the 101 North Atherton Street Building parking lot onto Atherton Street.
  • Access to Lot Red H (Noll Lab) and Lot Green C will be available only by traveling south on Burrowes Road from Curtin Road. Auxiliary officers will be on-site to restrict access to authorized vehicles only.

On campus, Burrowes Road will be closed from College Avenue to Curtin Road, and Pollock Road will be closed from Burrowes Road to McAllister Building for the Sidewalk Sale and Exhibition beginning at 6 p.m. Wednesday.

CATA bus stops on Burrowes Road located between College Avenue and Curtin Road and on Burrowes Street will be closed from Wednesday through Sunday.

In State College, South Allen Street is closed between College and Nittany avenues, and South Fraser Street is closed between West Beaver to West Nittany avenues through Sunday. College and Beaver avenues remain open.
