Man Charged With Peeping Into Penn State Dorm Windows

A Ferguson Township man is facing charges after police said he was spotted peering into Penn State residence hall windows and possibly taking cell phone photos on multiple occasions.

According to an affidavit of probable cause filed by Penn State police on Tuesday, Jeffrey B. Teti, 47, was identified on surveillance video looking into windows with open blinds in the South and West dormitory complexes.

A resident assistant at Atherton Hall first reported in November that on three nights he saw the same man looking into windows of residence hall rooms and a bathroom, according to the affidavit. Each time the man had his phone out and “it seemed like he might be taking pictures, though I couldn’t be sure,” he told police.

The same RA reported on Feb. 16 that he saw the man walking around the courtyard before looking into windows, police wrote.

A review of camera footage from that date showed a man park his car and walk to the South Halls area, where he was then seen “loitering and prowling” around Atherton Hall, according to the affidavit. Eight days later, the same man was seen looking into windows at Simmons Hall in the South Halls complex, police wrote.

A Penn State police officer recognized the man as Teti “from a previous incident,” and the car he was seen driving was registered to Teti, according to the affidavit.

On March 2, police wrote, Teti was observed walking around Simmons Hall and later looking into a window at Hamilton Hall in the North Halls complex, where he was seen “manipulating his phone while pointed to the window.”

Teti was charged via summons on Tuesday with eight misdemeanor counts each of attempted invasion of privacy and loitering and prowling at night and eight summary offenses of disorderly conduct.
