A former State College-based medical billing company owner will spend more than a year in prison for failing to pay more than $1 million in federal employment taxes.

U.S. District Judge Matthew Brann sentenced Scott Lykens on Thursday to 15 months in prison.

Lykens, the former owner of Keystone Medical Management Solutions, pleaded guilty in December to one count of willful failure to pay taxes.

According to documents filed in U.S. Middle District Court of Pennsylvania, Lykens withheld federal income, Medicare and Social Security taxes from his employees’ paychecks but did not deposit the payroll taxes to the IRS between 2015 and 2019.

Lykens also made no payments for the employer’s share of Medicare and Social Security taxes during the same time, Assistant U.S. Attorney Geoffrey MacArthur wrote.

He also was ordered to pay $1,044,796 in restitution.
